This vacancy is located in East Baton Rouge Parish. This Program Specialist position is in State Office, Iberville building, East Baton Rouge parish. This position is in the Child Welfare Section, serving as a Program Specialist for clearances. The incumbent is responsible for receiving and completing child abuse/neglect clearances correctly and timely. The position requires the ability to gather and organize information, work with others to understand needs, apply critical thinking to evaluate multiple sources of information, and communicate effectively orally and in writing. This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months o r by promotion of a permanent classified employee. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Concepts FUNCTION OF WORK: To provide professional support services for social service programs. LEVEL OF WORK: Experienced. SUPERVISION RECEIVED: General from a Program Consultant-Social Services or other higher level personnel. SUPERVISION EXERCISED: None. LOCATION OF WORK: Predominantly at the Department of Children and Family Services. JOB DISTINCTIONS: Differs from Social Services Analyst 3 by the presence of specialized duties related to a program area. Differs from Program Consultant-Social Services by the absence of leadworker responsibility and/or the absence of duties involving a higher level of complexity. See allocation criteria memo. Participates in studies or special projects. Maintains records, prepares reports and conducts correspondence relative to the program element assigned. Researches and interprets program policy; communicates policy interpretations and changes to field staff. Trains agency personnel regarding procedures and policies. Assists in revising rules, regulations and procedures to comply with changes in law or policy. Identifies needs for resources and training; may provide or arrange for needed resources. Writes and submits grant proposals. Serves as program liaison between end-users of automated system activities and technical support staff to ensure that systems complement program policy and goals. Performs quality assurance reviews of work completed by field staff. Manages a network of contracts to assure that all programmatic and administrative policies and procedures are implemented. Processes high-level complaints concerning social service programs by reviewing complaints and resolutions.
