Your Responsibilities:

 
As the Education Program Consultant (IDEA Part B ECSE & EC PBIS), you will be an important member of the Bureau of Early ACCESS and Early Childhood Education and several early childhood teams, providing technical assistance and guidance on the following:

  • Participating on internal (e.g., Special Education Team, Early Childhood Preschool Team) and external stakeholder teams to implement IDEA Part B - 619 within a multi-tiered system of support (MTSS). This work includes:
    1. engaging in collaborative work with other team members;
    2. participating in regular and impromptu meetings; 
    3. attending trainings and reviewing materials;
    4. ensuring work at the Department of Education is reflective of the agency's priorities and goals, supportive of the early childhood context, framed within the agency's approach to MTSS, EC PBIS, Specially Designed Instruction (SDI), and scaling evidence-based practices using implementation science.
  • Support the bureaus and teams with state level efforts in the early childhood programming and services. This includes engaging in ongoing, regular meetings and coordination with multiple agencies and groups from the Iowa Department of Education, other state agencies, area education agencies, districts, and community provider locations. 

 
This work also includes:

  • Contributing to tasks for Federal and State reporting requirements and deadlines;
  • Engaging with teams in partnership with external technical assistance to inform Department decision making;
  • Representing alignment to all relevant federal and state requirements in Department priority work (e.g., IQPPS, SDI, IDEA-DA, Differentiated Accountability)
  • Support scaling and sustainability of EC-PBIS and other wellness efforts across the state, with a focus on supporting personnel serving preschoolers eligible for special education, in collaboration with similar statewide EC-PBIS and wellness efforts for infants and toddlers.
  • Promote a comprehensive professional development system in order to support the implementation of effective practices, program standards, and inclusion of preschoolers with Early Childhood Special Education services in quality learning environments.
  • Maintaining professional competency through review of professional research, on-site visitation of programs and continuing education activities. Participate in professional activities of bureau, division, department, and national and state organizations. 
  • This work includes regular participation in bureau and division meetings, assigned work teams, and other duties as assigned.

Hours: 8:00 A.M. – 4:30 P.M., Monday – Friday; some nights and weekends, occasional in-state and out-of-state travel

 

A successful candidate will bring or have the ability and desire to learn:

  • Ability to manage self in relation to prioritization and time management
DESIRABLE QUALIFICATIONS: 
  • Experience interpreting federal and state regulations, and researching and applying that to complex situations to recommend actions to educators for implementing EC-PBIS. 
  • Experience communicating effectively and tactfully with diverse stakeholders, including in situations that require strong team relations.
  • Leadership experience related to initiatives focused on social-emotional-behavioral wellness and health.

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas:

a. Professional training, teaching, or counseling experience in an educational setting;

b. Professional administrative experience in an educational setting;

c. Professional personnel administration including such areas as job analysis, performance appraisal systems, selection devices, or labor relations;

d. Professional finance, accounting, or auditing experience including the preparation or analysis of financial statements;

e. Professional experience in a major technical program area utilized by the Iowa Department of Education or Board of Educational Examiners.

2) A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.

3) Graduation from an accredited college or university with a Master’s degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.

4) Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of full-time professional experience in finance, accounting, or auditing, including the preparation or analysis of financial statements.
