JOB TITLE:

COMPUTER OPERATOR II

JOB PURPOSE:

The Computer Operator II processes scheduled routines that present a few difficult operating problems (e.g., infrequent or quickly resolved error conditions). In response to computer output instructions or error conditions, this worker applies standard operating or corrective procedure, refers to problems that do not respond to the preplanned procedure, and may serve as an assistant operator working under general supervision.

JOB DUTIES AND RESPONSIBILITIES:

• Provide operation support to the NIWC Pacific Message Center and be available to support command personnel's sending or receiving of Naval messages during daily operations, including evenings, nights, weekends, and holidays, as required.
• Provide Naval messaging support to all users and maintain operation of the NIWC Pacific Message Center Defense Messaging System.
• Unclassified and Classified messages are currently assigned distribution and delivered electronically using the Command Email/Official Information Exchange (C2OIX) system.
• Process NIWC Pacific outgoing Naval messages (classified and unclassified) and deliver incoming Naval messages (classified and unclassified) by electronic delivery via the Defense Message Dissemination System (DMDS) Profiler. Recipients can include the following:
  • Naval Information Warfare Systems Command (NAVWAR)
  • Program Executive Office, Digital Enterprise Services (PEO Digital Washington DC)
  • Program Executive Office, Manpower, Logistics and Business Solutions (PEO MLB Arlington VA) Naval Health Research Center (NHRC)Program Executive Office Command, Control, Communications, Computers, Intelligence (C4I)
  • Maritime Surveillance System Program Office (MSSPO)
  • Program Executive Office Space Systems Program Management Warfare 146 (PEO SPASYS PMW 146)
  • Joint Program Executive Office, Joint Tactical Radio Systems (JPEO JTRS)
  • NIWC Pacific Detachment Group 3; and NIWC Pacific Detachment Group.
• Maintain and troubleshoot the NIWC Pacific Message Center system operation, DMDS Profiler software, and database.
• Implement network security tools, including firewalls, anti-virus, and intrusion detection services.
• Utilize the Defense Messaging System to track, test, and implement all messages and maintain a profiler database for additions, deletions, and modifications to ensure timely and accurate delivery of all incoming and outgoing messages.
• Prepare routine unclassified and classified messages for electronic delivery, create a monthly delivery statistics report of incoming and outgoing messages, and provide appropriate handling for special category (SPECT), NATO, and Limited Distribution (LIMDIS) information.
• Coordinate with the Government to maintain the message Center's SOPs.
• When continuity of operation (COOP) is needed, coordinate with the NIWC Atlantic Message Center to ensure continuous Naval Message support for NIWC Pacific and NIWC Atlantic.
• Ensure proper procedures and necessary files are in place to support a no-notice or short-notice COOP to LANT or from LANT.

REQUIRED QUALIFICATIONS:

• Active Secret Clearance

EDUCATION:

• Bachelor's degree in Computer, Electrical or Electronics Engineering or Mathematics with field of concentration in computer science.

EXPERIENCE:

• Two years of experience operating in a Department of Defense message
• Two years' minimum experience operating a Defense Messaging System (DMS) and using an Official Information Exchange (C2OIX).
• Two years of experience delivering Naval messages (UNCLAS/CLAS) via the Defense Message Dissemination System (DMDS) profile.

Failure to sign the release or cooperate in test procedures shall be deemed a withdrawal of the employment application.
